Elisha Gilliam

Elisha Gilliam joined Casey in 2005 to assist public systems grappling with service reforms and other political, economic, and policy challenges to improve outcomes for families and children. Elisha’s role includes providing strategic consulting and coaching to state/local leaders to transform child welfare agencies aligned with evidence-based and best practice. Prior to Casey, Elisha served as a college advisor with the DC College Access Program, assisting more than a thousand public school students achieve their aspirations to attend college. Elisha was a 2009-2010 national finalist for the White House Fellowship, one of America’s most prestigious programs for leadership and public service. Additionally, she was 2011 recipient of the American Express Independent Sector NGEN Leadership Fellow. She received her BA in psychology from Hampton University and an MPA from American University.
